Biography
Petty Officer Third Class Frank Carlos Peralta, known to many as “Kiko,” was born on November 9, 1946, at Mercy Hospital in San Diego, California. He was raised in Barrio Logan by his parents, Carlos and Julia Peralta, alongside his brother Edwardand sisters Anna and Monica, in a close-knit Catholic household grounded in faith, discipline, and community responsibility.
Kiko proudly served in the United States Navy during the Vietnam War, attaining the rank of Petty Officer Third Class. His service reflected professionalism, reliability, and dedication—qualities essential to naval operations during wartime and representative of the sailors whose work ensured mission readiness and success.
For his honorable service, Petty Officer Peralta carried forward the values of duty, accountability, and integrity that defined his time in uniform.
Following his military service, Kiko continued his commitment to public service through a career in law enforcement, protecting and serving his community with integrity and resolve. His transition from military to civilian service reflected a lifelong dedication to safeguarding others.
Deeply connected to his roots, Kiko became a founding member of the Logan Heights Veterans Memorial, helping establish a permanent space to honor local veterans and preserve their stories for future generations.
In 1970, Kiko married Ramah Lee Whatley. Together they raised three children—Renee, Frank, and Julia. Today, he is a proud grandfather to nine grandchildren and four great-grandchildren, and resides in Bonita, California.
